Inputs: payment per period (currency), discount rate (%) and growth rate (%).
Outputs: present value (currency).
Formula, recorded as scope and not yet verified against a primary source: PV = PMT / r for a level perpetuity and PV = PMT / (r - g) for a growing perpetuity, valid only where g is strictly less than r. The failure mode when g approaches r must be handled explicitly rather than returning an enormous number.
