Inputs: decimal number or scientific notation string, target format, significant figures and second operand and operation (optional).
Outputs: scientific notation, engineering notation, E notation, decimal expansion and significant figures count.
Formula, recorded as scope and not yet verified against a primary source: Express x as a * 10^n with 1 no greater than |a| below 10. Engineering notation restricts n to multiples of three. Arithmetic in scientific notation adds exponents on multiplication and subtracts on division, with mantissa renormalization.
